1   Constitution of the Evaluation Committee 

An Evaluation Committee is to be constituted and appointed in accordance with Section 15.2 Initial Preparations of the 2011 FIDIC Procurement Procedures Guide.

The Evaluation Committee;


is to be appointed before the opening of the tenders.

is to include up to no more than six experienced persons..

has a Chairman who notifies the members of duties, responsibilities and the confidentiality matters

is to be appointed early to be more efficient.

may have several assistants co-opted for providing support regarding detailed issues.

2   Reception of the Tenders

Section 15.3 Receipt of Proposals/Tenders of the 2011 FIDIC Procurement Procedures Guide defines and describes the process regarding the Receipt of the Tenders.

The Tender envelopes and packages;


if delivered by hand, a slip containing the date and time of the delivery is to be given to the bearer.

will be left unopened in a locked box or room until the opening.

which are received after the required time for the opening is to be returned to the submitter unopened.

3   Opening of the Tenders 

Section 15.4 Opening of Proposals/Tenders of the 2011 FIDIC Procurement Procedures Guide defines and describes the process regarding the Opening of the Tenders.

The Chairman;


is to announce and record each tenderer’s name, tender price, if appropriate price of alternative tenders and if required tender security.

is to announce and record disqualified tenderers.

The Evaluation Committee;


is to examine the general compliance of the submissions.

4   Administrative and Contractual Evaluation

For open tenders, checking that the prequalification information is complete

Guarantees: e.g., parent company

Securities: e.g., performance; advance payment

Warranties: e.g., collateral; contractor design

Insurances

5   Engineering and Technical Evaluation

Analysis and comparative assessments of the engineering and technical aspects of the tenders will be carried out, as some of them listed below [2];

Construction Methods/Temporary Works

Plant and Equipment

Quality Assurance

Materials Compliance

Staff: Experience and Qualifications
After identifying each Tender Percentage, the highest percentage is scored as 100. And the others are scored with the below mentioned formula.

After identifying the each Tender Price, the lowest price is scored as 100. And the others are scored with the below mentioned formula.
